Brewer was ed­u­cat­ed at Hobart Coll­ege and General The­o­lo­gic­al Sem­in­a­ry, and was or­dained in 1866. He served as Rec­tor of Grace Church, Carthage, New York (1866-72) and Trin­i­ty Church, Watertown, New York (1872-80). He was consecrated as Miss­ionary Bishop of Montana in 1880, and was living in Helena, Montana, as of 1911.
