Cecil at­tend­ed Queen’s Coll­ege, Ox­ford, and be­came a deacon in 1775, and priest in 1777. He was min­is­ter at St. John’s Cha­pel, Bed­ford Row (1780); and Rec­tor of Cob­ham and Bis­ley (1800).
