Educated at Trinity College, Dublin, Ireland, Walker graduated in 1790, and was elected a Fellow on taking Holy Orders in 1791. Seceding from the Church of England, he resigned his Fellowship in 1804 and founded a sect called the “Walkerites.” He established a chapel at Stafford Street (Dublin?) and “The Church of God.” He moved to London in 1819, but later returned to Dublin.
