Son of R. W. Steg­gall, Charles was ed­u­cat­ed at Cam­bridge (BMus & DMus, 1851) and stu­died at the Roy­al Acad­e­my of Mu­sic (RAM) under Will­iam Stern­dale Ben­nett; he lat­er be­came a pro­fes­sor at the RAM. He served as or­gan­ist at Christ Cha­pel, Mai­da Hill (1847); Christ Church, Lan­cas­ter Gate (1855); and Lin­coln’s Inn (1864 un­til his death). He was an ex­am­in­er for the DMus de­gree at Cam­bridge in 1882, com­posed ma­ny hymn tunes, and ed­it­ed Church Psalm­o­dy (1849) and Hymns for the Church of Eng­land (1865).
