Son of R. W. Steggall, Charles was educated at Cambridge (BMus & DMus, 1851) and studied at the Royal Academy of Music (RAM) under William Sterndale Bennett; he later became a professor at the RAM. He served as organist at Christ Chapel, Maida Hill (1847); Christ Church, Lancaster Gate (1855); and Lincoln’s Inn (1864 until his death). He was an examiner for the DMus degree at Cambridge in 1882, composed many hymn tunes, and edited Church Psalmody (1849) and Hymns for the Church of England (1865).
